City urged to expedite Lilian Ngoyi Street rehabilitation

The City of Johannesburg is making steady progress with the refurbishment of Lilian Ngoyi Street, as revealed during a stakeholder engagement session held on Friday, 10 May 2024, to provide updates on the project’s status. The session aimed to provide feedback on the street’s refurbishment following the explosion of 19 July 2023 and to allow stakeholders to raise any concerns.


Ridwaan Mahomed, Operations Manager in the Infrastructure Development Department at the Johannesburg Roads Agency, presented a progress report. The refurbishment spans 1.8km from Ntemi Piliso to End streets, with an estimated project duration of 24 months.

Mahomed outlined various activities undertaken, including temporary stormwater diversion, sewer diversion, waterline bypasses, and the removal of the existing tunnel roof slab. Currently, the overall progress stands at 20%. However, challenges such as illegal electricity connections and waste, including human waste, have been encountered. Mitigation measures are being implemented to address these issues.


Irene Mafune, Regional Director of CRUM Region F, emphasised the need for increased engagement and awareness with residents. Weekly public education and awareness campaigns are being conducted, despite some residents’ initial hesitation to participate.


“Safety and security remain paramount around the site. Plans are in place to collaborate with security stakeholders, including provincial traffic wardens and private security companies. Property owners and businesses are encouraged to ensure their tenants adhere to the necessary rules and regulations,” says Irene Mafune.


Tiiso Masipa, General Operations Manager at Africa Housing Company (AFHCO), expressed a willingness to partner with the City but raised concerns about the project’s overall progress. He requested a breakdown of completed work compared to the project’s timeline.


Property owners echoed the need for transparency and expressed concerns about the project’s pace. They emphasised the necessity of a traffic management plan, as inconsiderate parking by taxis and other motorists creates significant problems for residents. The City appeals for patience from residents and businesses as efforts continue to rebuild the infrastructure in a safe and sustainable manner.
