On Thursday, 6 February 2025, President Cyril Ramaphosa delivered the first State of the Nation Address (SONA) under the Government of National Unity. The speech took place at the parliamentary precinct in Cape Town.
The President began by paying tribute to the South African National Defence Force (SANDF) soldiers who lost their lives in last month’s conflict in the Democratic Republic of Congo (DRC). He announced that, starting Friday, national flags would be flown at half-mast for a week in remembrance of the 14 fallen soldiers.
Ramaphosa emphasised the importance of national unity and collaboration to drive growth and development, highlighting that the country has built strong institutions that support democracy, protect fundamental rights, and promote the well-being of South Africans.
The Government of National Unity has adopted a Medium-Term Development Plan for the next five years, focusing on reducing poverty, addressing the high cost of living, creating jobs, driving inclusive economic growth, and strengthening governance and service delivery.
Of the 257 municipalities in the country, more than 40 were placed under administration in 2024 due to governance failures. Municipalities, responsible for budgeting, planning, and administration, have struggled due to a lack of technical skills and resources. To ensure long-term investment and maintenance, Ramaphosa announced plans to establish professionally managed, ring-fenced utilities for water and electricity services.
He reassured South Africans that the government is committed to resolving the country’s water crisis, acknowledging its severe impact on communities. He further announced that the Infrastructure Fund has secured R23 billion for seven major water infrastructure projects aimed at improving supply and access.
To address high unemployment, the government will invest over R940 billion in infrastructure over the next three years, with R375 billion allocated to state-owned enterprises to stimulate economic growth and job creation.
Ramaphosa also revealed plans to introduce an electronic travel authorisation system to streamline visa applications, stating that these reforms are intended to show the world that South Africa is open for business.
The 2025 SONA set the tone for a government focused on stability, economic recovery, and service delivery, with the Government of National Unity tasked with implementing these ambitious plans.
